As WVMI & Quality Insights’ Chief Administrative Officer, David Lambert oversees the organization’s corporate compliance program, provides senior leadership to human resources, and is a key member of the corporate strategic planning team.

Mr. Lambert comes to WVMI & Quality Insights with more than 25 years of progressive leadership experience in health insurance, health care law and public service. His previous experience includes senior management positions with public and private health plans. He was a Vice President with Mountain State Blue Cross/Blue Shield and Coventry Health Care, and served as Director of the West Virginia Public Employees Insurance Agency. Mr. Lambert has also been in private legal practice, representing health care clients in corporate and regulatory matters. He began his career as an Assistant Attorney General representing the West Virginia Department of Health.

In addition to his professional career, Mr. Lambert is actively involved in community service. He and his wife spent a year teaching business and English courses in Tanzania, Africa.

Lambert earned his law degree from Georgetown University and a BA in public policy from Duke University. He has also studied management at Yale University and completed mediation training at Harvard Law School.
