Quality Improvement Organization and End Stage Renal Disease Network Sites. WVMI is the federally designated Medicare Quality Improvement Organization (QIO) for West Virginia. WVMI's affiliates, Quality Insights of Pennsylvania and Quality Insights of Delaware, are the QIOs for their respective states. Quality Insights Renal Network 3 is the End Stage Renal Disease (ESRD) Network for New Jersey, Puerto Rico and the US Virginia Islands.
