Quality Insights currently develops and evaluates quality measures for the Centers for Medicare & Medicaid Services (CMS) Physician Quality Reporting System and Electronic Prescribing (eRx) Incentive Program.

Through this multi-faceted charter, we assist CMS with:

  • Community engagement activities to solicit feedback on current and proposed measures and measures groups. These activities may take the form of Town Hall Meetings, Calls for Measures and/or Calls for Public Comments.
  • ICD-10 transition activities to help providers understand transition requirements and comply with coding and claim deadlines.
  • Measure owner and developer support to ensure owners meet CMS requirements and expectations.
  • Technical Expert Panel assembly and management to gather input on the development, selection and maintenance of measures. 

Additionally, we test measures currently in the Physician Quality Reporting System and eRx Incentive Program to assess the validity, feasibility and reliability of each of these measures. Testing is performed by randomly selecting a sample of providers and requesting submission of medical records to provide supporting documentation for the Physician Quality Reporting System and the eRx Incentive Program quality codes submitted on claims for specific dates of service.
