Kathleen Merrill directs the financial elements of WVMI and Quality Insights' federal, state and private contracts. She oversees corporate- and project-level budgets and pricing proposals and maintains an up-to-date functional cost accounting and reporting system. Ms. Merrill is responsible for contract negotiations, benefits administration, financial information systems design, contract administration and human resource administration.
Ms. Merrill is active in groups dedicated to improving the fiduciary management of Quality Improvement Organization (QIO) contracts. For example, she participated in the development of the Centers for Medicare & Medicaid Services' (CMS) QIO cost accounting and reporting system. In addition, she is a member of the Health Care Financial Management Association, Contracts Management Association, CMS Budget Workgroup, and the CMS Standard Data Processing Workgroup.
Ms. Merrill lends her financial expertise to organizations in the community as well. She has previously served as President of the Kanawha Hospice Board of Trustees, Co-Chair of Kanawha Hospice Care Capital Campaign, and a member of the YWCA Finance Committee
She earned a BA from West Virginia State University.
